Petrol price in Pakistan — what makes up the pump price?
The price at the pump combines the ex-refinery/import cost of the fuel, the petroleum levy (a major government revenue source, capped by law), general sales tax, dealer commission and the oil marketing company’s margin, plus inland freight that equalises prices across most of the country. Because Pakistan imports most of its petroleum, the fortnightly price moves with two things: international oil prices and the rupee–dollar exchange rate. A weaker rupee can push prices up even when global oil is flat.
When do petrol prices change in Pakistan?
The government announces revised prices every two weeks, effective from the 1st and 16th of each month, based on OGRA’s working. Special revisions occasionally happen mid-cycle when global prices move sharply.
Why is diesel sometimes more expensive than petrol?
Diesel carries a higher petroleum levy than petrol in recent budgets, and global diesel (gasoil) prices often trade above petrol. Since HSD powers freight and agriculture, its price also feeds directly into transport and food costs.
Worked example: Lahore to Islamabad trip fuel cost
Lahore to Islamabad is about 380 km on the M-2 motorway. A typical sedan averaging 12 km per litre uses 380 ÷ 12 ≈ 31.7 litres. At the petrol price in Pakistan shown above — Rs 382.02 per litre — that is roughly Rs 12,100 one way, or about Rs 24,200 for the round trip, before motorway tolls. A car averaging 15 km/l drops the one-way fuel cost to about Rs 9,700; one averaging 10 km/l pushes it near Rs 14,500. Enter your own distance, average and today's pump price in the trip fuel cost calculator above — the price field is editable for exactly this reason.
How to cut your fuel cost on long routes
- Hold a steady motorway speed. Fuel use climbs sharply above 110–120 km/h; the time saved rarely matches the extra litres burned.
- Check tyre pressure before departure. Under-inflated tyres are one of the most common — and cheapest to fix — causes of poor average.
- Use AC deliberately. At motorway speeds AC usually costs less fuel than open windows; in slow city traffic it can raise consumption noticeably.
- Travel light and maintain the car. A clogged air filter, old plugs and a loaded roof rack all show up in your km/l figure — and therefore in every trip calculation.
Why is the petrol price the same across most of Pakistan?
Pakistan applies inland freight equalisation: the cost of moving fuel from ports and refineries is averaged into a single national price, so a litre costs the same in Lahore as near the coast (a small number of remote areas differ). That is why an OGRA revision changes prices nationwide on the same night.
What is the petroleum levy in the petrol price?
The petroleum levy is a government charge collected per litre, on top of the fuel's import or refinery cost and general sales tax. It is set in the federal budget and capped by law, and because it is a fixed rupees-per-litre amount — not a percentage — it does not fall when global oil prices fall. Together with GST, dealer commission and the oil marketing company's margin, it explains why the pump price moves less than crude prices do.
