What this means
IFICI — often called "NHR 2.0" — is Portugal's successor incentive for highly qualified newcomers, set out in article 58-A of the Tax Benefits Statute (EBF) and Portaria 352/2024/1. It is narrower than the old NHR: every core condition must hold at once. You must become a Portuguese tax resident, not have been one in the previous 5 years, never have used the old NHR, Regressar or IFICI, earn income from a qualifying activity, and register by 15 January of the year after you become resident. Miss the deadline and the missed years are lost forever.
Worked examples
Example 1: resident from 2026, not resident in the previous 5 years, never used NHR/Regressar/IFICI; ICT specialist at an industrial company exporting 70% of turnover; Master's degree with 5 years' experience; employment contract. → Eligible under the senior-specialist route, with a registration deadline of 15 January 2027 — and the employer must confirm the company conditions on the Portal das Finanças.
Example 2: resident in 2026 but was a Portuguese tax resident in 2023, and works as a self-employed remote consultant invoicing a US company. → Not eligible, with two separate failures: the 5-year rule, and no qualifying activity (own foreign clients do not count).
Next steps
- Get your NIF (Portuguese tax number) if you do not have one.
- Become a tax resident and keep evidence of your arrival and status.
- Start the qualifying activity — the right contract type matters as much as the job itself.
- Register on the Portal das Finanças by 15 January of the following year — put the date in your calendar now.
- Keep yearly evidence that you still meet the conditions for the full 10 years.

What is IFICI (NHR 2.0)?
IFICI — the Incentivo Fiscal à Investigação Científica e Inovação under article 58-A of the Tax Benefits Statute (EBF) and Portaria 352/2024/1 — taxes Portuguese-source employment (Category A) and self-employment (Category B) income from a qualifying activity at a flat 20% IRS rate for 10 consecutive years. It is available once in a lifetime.
What does the 20% rate cover — and not cover?
Only Portuguese-source Category A or B income from the qualifying activity itself. Foreign-source income is generally exempt, except foreign pensions, which are taxed at progressive rates (not exempt), and income from blacklisted jurisdictions, which is taxed at 35%.
What is the registration deadline?
You must register on the Portal das Finanças by 15 January of the year after you become a Portuguese tax resident. If you became resident in 2026, your deadline is 15 January 2027. Late registration loses the missed years forever — they cannot be recovered.
I am self-employed for foreign clients. Do I qualify?
No. Self-employed work for your own foreign clients is not a qualifying activity, and a services contract does not qualify even if the company does. Job routes need an employment contract — though being a company director or board member qualifies on its own.
What does the senior-specialist route (route c) require?
A doctorate (EQF level 8), or a degree or master's (EQF 6 or above) plus at least 3 years of documented professional experience — in a senior specialist role at a company with government investment tax support (such as RFAI) or an industrial/service company exporting at least 50% of its turnover. Your employer must confirm the conditions on the Portal das Finanças.
